This Law enters into force on 01.01.2022 and defines the legal and organizational framework for state policy in the areas of electronic communications and the radio frequency spectrum, as well as the rights, obligations and responsibilities of individuals and legal entities participating in the relevant activities or using electronic communications services.
This Law applies to relations in the areas of electronic communications and the radio frequency spectrum for the provision and receipt of electronic communications services, the supply and access to electronic communications networks, ensuring competition in the electronic communications markets, as well as the use of the radio frequency spectrum, numbering and protection resources service user rights .
This Law does not apply to relations related to:
electronic communication networks that do not interact with public electronic communication networks (except for relations in the field of radio frequency spectrum);
regulating audiovisual policy, analyzing content and editing information transmitted via public electronic communication networks, providing software services to consumers;
reunification, distribution of resources, routing and transit of traffic on the Internet, which is regulated by documents of international organizations, except for organizations registered on the territory of states recognized by the Verkhovna Rada of Ukraine as aggressor states.
