This Technical Regulation establishes the requirements for the protection of the protection of health and safety of persons and of domestic animals and the protection of property and an adequate level of electromagnetic compatibility of low-voltage electrical equipment for placing it on the Ukrainian market.
This Technical Regulation is based on Directive 2014/35/EU of the European Parliament and of the Council of 26 February 2014 on the harmonisation of the laws of the Member States relating to the making available on the market of electrical equipment designed for use within certain voltage limits.One of the main points of this resolution of the Cabinet of Ministers of Ukraine is Paragraph 2 of the general provisions of the Technical Regulation.
This Technical Regulation applies to electrical equipment intended for use within the 50-1000V AC and 75-1500V DC voltage limits, except for equipment and phenomena specified in Annex 1.

Thus, if your device is powered, for example, from the on-board 12-24V electrical network of a car, then it does not fall under the scope of this technical regulation, but it is worth noting if the device has any radio transmitting unit such as Bluetooth, Wi-Fi, GPS , GSM or a unit for receiving or transmitting data, such as NFC, it is subject to Resolution No. 355 dated May 24, 2017 on Approval of Technical Regulation on radio equipment , and when passing the compliance procedure, the charger is an integral part of the test, unless otherwise provided by design (for example, powered by a battery)
