A technical regulation is a legal act that defines the characteristics of a product or related processes and production methods.
The technical regulations of Ukraine also include relevant administrative provisions, the observance of which is mandatory.
Do not forget that since 2018, the assessment of compliance with the requirements of technical regulations has become mandatory, the basis for this was the adoption of of the Law of Ukraine "On Technical Regulations and Conformity Assessment" .
A technical regulation may also include or exclusively contain requirements for terminology, designations, packaging and labeling, to the extent that they apply to a product, process or method of production.
This document establishes mandatory requirements for the objects of technical regulation (products, including buildings, structures, production process, operation, storage, etc.). The manufacturer of the product draws up a declaration of compliance with certain technical regulations based on test reports of goods put into circulation.
The objects of technical regulations are all goods imported from abroad, as well as goods produced on the territory of Ukraine, with the exception of goods that are not subject to of Ukraine "On Technical Regulations and Conformity Assessment" and Technical Regulations.
An example of a product that is not covered by the Law of Ukraine "On Technical Regulations and Conformity Assessment" and the Technical Regulations is low-voltage equipment, the power source of which is the on-board network of a car, 12-24V, an example of such a device can be an automobile charger for the phone, if the device does not include a radio transmitting module (Bluetooth, Wi-Fi, GPS, GSM, NFC or radio), such a device is not covered by of the Technical Regulation "Low-voltage electrical equipment" dated December 16, 2015 No. 1067, and therefore does not fall under the Law of Ukraine "On Technical Regulations and Conformity Assessment". In this case, we are guided only by technical specifications and production standards. And getting a conformity document - declarations (including declarations of conformity), report, conclusion, certificate, of a certificate (including a certificate of conformity) or any other document confirming the fulfillment of the specified requirements relating to the object of conformity assessment is not mandatory.
