Due to the loss of force of Resolution of the Cabinet of Ministers of Ukraine No. 46-93 dated May 10, 1993 "On Standardization and Certification" from January 1, 2018, the state certification system has ceased to exist.
However, new Law of Ukraine "On Technical Regulations and Conformity Assessment" VVR No. 14, 2015, Article 96 is hiding in this seemingly simple wording. According to the Law, all products manufactured in the country or products imported into the territory of Ukraine must comply with Technical Regulations on Radio Equipment.
This leads us to the fact that 90% of all electronics must pass the compliance procedure. If it is successfully completed, the customer receives the Examination Certificate, this is the same as the Certificate of Conformity. This means that in fact, nothing has changed and one still needs a Certificate for the legal sale of the goods.

So which product the new law can be applied to and which technical regulation applies to your product? It has become more difficult to answer this question due to the fact that as of today, there is no clear list of the goods eligible to certification. However, there is a clear reference to the technical characteristics of the device and to answer this question in the laws and regulations. It is enough to look at the technical characteristics.
We can say for sure that all devices that have Bluetooth, Wi-Fi, NFC, GPS, GSM or any radio module are subject to compliance with technical regulations on radio equipment, that is, the devices that can interfere with wireless communications. NCCIR decision No. 78 dated February 13, 2018 "On approval of the procedure for import and trading in radio-electronic devices and emitters in Ukraine" is evidence of this.
For a common understanding of the list of devices for which it is necessary to obtain the Certificate of Examination (Conformity), one can be guided by the "List of goods, which are subject to conformity assessment in accordance with the requirements of technical regulations on radio equipment when they are moving across the customs border of Ukraine" enshrined in Resolution of the Cabinet of Ministers of Ukraine No. 436 dated May 21, 2012 ( with amendments in Resolution of the Cabinet of Ministers of Ukraine No. 142 dated March 2, 2016). Here one can find a fairly wide list of products subject to compliance assessment with the requirements of the Technical Regulations on radio equipment and telecommunications terminal equipment, approved by Resolution of the Cabinet of Ministers of Ukraine No. 679 dated June 24, 2009, but it is worth remembering that both of the above documents have lost their force and, according to the new laws, this list has become much wider.
