The list of documents required to obtain a certificate of conformity in Ukraine, which we will analyze, is the first and most important step.

Before starting the certification process (conformity assessment process technical regulations), it is necessary to prepare a minimum package of documents, as well as bring the equipment under test in line with the current legislation. Now about everything in order.

Let's start with the fact that the official list of documents traditionally opens "conformity assessment services client application" (you can learn more about this document by clicking on the link). It contains the minimum required package of documents, namely:

A) Photographs or illustrations showing the appearance, markings and internal layout of the device.

B) Versions of software or hardware-implemented software that may affect compliance with the essential requirements of the Technical Regulations.

C) Operating instructions (in Ukrainian and with the obligatory SAFETY section)

D) Technical specification of devices

E) Copy of declarations of conformity , certificates for products and enterprises, documents confirming that the products are manufactured in an enterprise that adheres to accepted international standards, environmental safety rules and has an established mass production.

Paragraph "E" implies that the customer may not have such documents as declarations of conformity, product certificates. This can happen if the products are produced, for example, for the Chinese domestic market. In this case, a package of documents is required certifying that the plant where these products are manufactured is certified for the production of goods for the European market. One such document is for example iso 9001. However, iso 9001 alone is not enough.

E) Technological drawings and diagrams of components, sub-assemblies, electrical diagrams, technical design and other similar information.

Point "Z" may not be feasible if the manufacturer hides its tests and has not received international certificates. In this case, a written confirmation from the manufacturer about the reason for the absence of “test reports” is required.

In any case, upon completion of the procedure for compliance with technical regulations and conformity assessment, you will have a complete package of documents from paragraphs "D" and "Z", as well as Type Examination Certificate (Certificate of Conformity).

The list of documents to be submitted is not limited to what is specified in "customer application for conformity assessment services", you will also need:

I) A valid iso 9001:2015 or more up-to-date production version.

J) Signed power of attorney from the manufacturer (if the applicant is not the manufacturer)

L) An extract from the manufacturer's register with an apostille or its equivalent. (does not apply to Ukrainian manufacturers)

As early as September 1, 2021, Ukraine is switching to a "paperless" regime.

When the paperless regime officially takes effect, government agencies will no longer require paper documents if their information is already entered in the registry.

H) Related documentation, such as translations of official letters from foreign companies, production confirmation letters, descriptions of circuit models, etc.

Point "H" should be understood as a willingness to make quick decisions, since it is impossible to predict what confirmation or refutation will need to be requested from the manufacturer, since each certificate is unique.

O) the sample, product packaging and charger must be labeled according to the requirements Decree of the Cabinet of Ministers of Ukraine "On approval of the Technical Regulations of radio equipment" dated May 24, 2017 №355., The Law of Ukraine "On Protection of Consumer Rights" and other legislative acts.

Paragraph "O" is not about "documents" that can be quickly amended, it affects the production of both the device itself and its packaging and requires a decision at the stage of production planning according to requirements clearly prescribed by laws, non-compliance which may result in the imposition of a fine and even the cancellation of the Certificate.
